I have looked on FMP at the 1841 and 1851 Devon census returns for William
Henry Williams or William H Williams, born Devon 1833-1837 incl. There are
roughly 35 entries in total, each year.
The only William Henry found in 1851 was aged 16, living with his parents
John and Elizabeth in Denbury, Devon and born there. The only factual
difference in 1841 was that he was named simply William.
There were 2 William H Williams in the 1851 census:
1) aged 16, son of Richard and Elizabeth in Charles the Martyr, Plymouth,
Devon, born Plymstock, Devon. In 1841 he is named William Henry.
2) aged 15, son of Ann in Buckfastleigh, Devon, born Totnes, Devon. In
1841 his assumed father is added - William.

Yes; the Baptisms you found do match Thomas & Sarah's Births as per
the 1851 Census.
Unfortunately; I don't have a subscription to FindMyPast, but do
have access to Ancestry.
Re the parents for William Henry WILLIAMS? I seem to think they are
John WILLIAMS & Elizabeth LOADER? And if correct? They are said to have
married 1939, Isle of Wight, but then looking at? William's always
maintained Born initially "England and thereafter: "Devonshire".
I am hoping to organise this weekend; how to obtain William's 2nd
marriage Certificate to Sarah SIMS?

Believe that Sarah Ann Wood, daughter of Thomas and Sarah, was baptised in
Musbury in 1839, there is also a Tom Wood baptised there in 1837.
This would match with what is on 1851 Census.
Baptisms can be seen on FindMyPast.
With regards to William Williams, without at least his Father's Name, would
be hard to even attempt to pinpoint the correct one.
There is a William Henry Williams bap 1833 im Seaton&Beer which is fairly
close to Musbury, so is a possibility, but you would need to get the
marriage certificate for his 2nd marriage to Sarah Sims, to get Father's
name and see if matches.
