Parcels are painted in the order they occur in the deed file. You can use
the Table View to see the order and then rearrange the order by cut and

In making a deed (patent survey) map of Harford County MD I encounter
many overlapping plats that are caused both by time/date resurveys and
from survey conflicts. Color fills of plots in overlapping areas must
choose which plot color overrides another. Insofar as I can tell this is
controlled by internal logic, not by user choice. Black color fill seems
to override any other overlapped color fill.
Is there a user control? If not, what is the internal logic?
