In my case, I get a 1625 FPI to match 250 DPI. But I don't know that
this is any "problem". What you are doing is setting up a ratio for
DM to "read" the map file to the screen.
As for the difference in DPI and PPI, I don't think it is cause to be
concerned unless you are trying to get a plot within a few
millimeters of its position as opposed to an inch and for most plots,
we're lucky to get within a foot and sometimes more. <g>
