The first thing I tried was clicking on the map corners, but nothing happened. It was
only when I applied a dummy plot that the map became usable. Clicking on a corner of the
map still produces no response.

Sometimes, the change in parcel/map border is not that distinctive to me
Try adding an annotation. If you can click on the T in the Toolbar or the Edit menu
option is not dimmed, then the map is active and the border is pink.
You both are
right--I was not precisely on the map line when clicking.
Close, but no cigar. The lines turned pink, then I got the message that
this item is locked, when I unlocked it, all the labels began shifting.
I closed without saving and reopened to regain the labels in the right
spots.
I really appreciate everyone's patience with my learning curve.
