The "one half" refers to points of the compass. There are 32 points of the
each being 11.25 degress. You can probably name 16 points if you put your
mind to it
(North, South, East, West, Northeast....), but the final 16 are obscure
(North by East).
Surveyors split the points to get better accuracy than 11 degrees.
