It could have been skipped. I know in the 1930 Census, my Grandfather'
house was skipped. The Census taker went all around the neighborhood, but
skipped his house. In his case, I think no one was home when they came
and they forgot to check back. Grandfather was a widower and was probably
at work during the day. Spent his evenings with his lady friend so they
gave up on catching him home.

I know that sometimes things were missed. I also know that if the error
was noticed that the correction will show up normally on the last page of the
ED. Have you looked EVERYWHERE? I would go back through and look at the
last pages of the ED you think should have Cove Rd listed. I would also
double check the ED's to make sure there is no other ED that may have a cross
street on it. They may have been walking around in an odd arrangement and
added just one or two houses onto another ED and it therefore is not listed as
a street on that ED. (I hope that makes sense to you). Good luck!
