I went back to the National Park Soldiers and Sailors System and turned up an additional CUNNINGHAM in the 4 Battalion Virginia Infantry, Local Defense. (Naval Battalion. Navy Department Battalion.). I believe this to be William C CUNNINGHAM, who was the son of Elizabeth Ellen COLBERT and William Roe CUNNINGHAM.
It makes a lot of sense and all of the COLBERT women's families would have made it to Richmond before the lower James River was controlled by Federal troops. Because these are all maritime families, it also makes sense that some of the families would have gone to work in the CSN boatyards during the war.
Here are the references for Judson and William C (WC) CUNNINGHAM and their uncle James RICE who I believe all served in the 4th Battalion. This self defense battalion consisted largely of CSN employees.

Perhaps this query has been answered in the past six years, but in case there are COLBERT reseachers who don't have the following information, here's what I've turned up so far.
William COLBERT (1792 - 1841) married Mary Guy (1802 - 1844) on 26 Dec 1816 in Hampton, Elizabeth City, Virginia, USA.
According to the 1900 US Census entry for Marion COLBERT of Chesakeake, Elizabeth City, VA, his father was born in North Carolina.

Elizabeth, Virginia and Rosina married Cunninghams all marrried men with nautical professions.
Elizabeth married William Roe Cunningham, in March 1842. William R. Cunningham apparently died in 1859.
Virginia married Thomas Bennet Cunningham. Thomas was reportedly a sea captain. They lived in Richmond, Henrico, VA
Rosina married James E Cunningham on 27 April 1848.
Amanda COLBERT married James M RICE abt 1852. They lived mostly in Hampton, Elizabeth City, Virginia, USA. According to RICE family tradition, they fled the Yellow Fever epidemic of 1855 and lived briefly in Richmond, perhaps with Virginia CUNNINGHAM. I believed they also lived in Richmond during the Civil War where James M. worked as a boat builder for the CSN. I believe Virginia's son Judson CUNNINGHAM also worked in the CSN boatyards. I found evidence of a James RICE and a Judson CUNNINGHAM serving with the 4th Battalion Virginia Local Defense Troops - Naval Battalion. This unit was made up of CSN employees and used to defend Richmond. A brief unit history is at the end of this message.

Three unknown RICE children according to Amanda COLBERT RICE in the 1900 census.
Also RICE family tradition has it that two of my RICE aunts discovered deeds to plots in an unknown Richmond, Henrico, VA cemetery. They went off to Richmond, but didn't tell anyone what they found. The deeds never turned up after their deaths. My guess is that the deeds could be part of a larger CUNNINGHAM plot. I haven't been able to find where Virginia CUNNINGHAM is buried.

I have a copy of the 1880 census that you referred to. My g grandmother was Susanna Inman b. abt 1834 Illinois d. ?. Her first married to John Allen (my g grandfather) b. abt 1818 New York (according to my data) d. abt 1868 Illinois. Second marriage 1 May 1868 to Susanna.
I don't know Jesse's parents but have Susanna's info. I have no info on their children except that given by the census. I suspect that her third child's namesake was her first husband, John Allen... purely a guess.
E. Allen age 17 was Susanna's grandson Ethan Allen, his father being Stephen Allen, son of John Allen and Susanna.
My paternal blood lines are Eckelberger, Allen and Inman. I'm Harry in Hemphill, TX at hjjessco(a)windstream.net
