Charles, this sounds nuts, but these are the nutty things I come up with,
and we have all used them without even thinking of other ways to use
backgrounds.
Use the outline map as a background instead of an image.
Then you can write anything you want anywhere on it except between the
lines.

Hello All,
I want to use a county outline map and place crosses on them to mark
cemeteries. I have a couple of images programs but they ar far to
difficult to use to "layer" text over image.
Does anyone know of an inexpensive, easy to use, layering image program?
(No, I do not want to use Google Map or any other copyrighted service.)
