It is hardly surprising that you have been unable to trace the baptism of William COCK as the original Tregony PR disappeared (possibly in a flood which caused the parish to be united with Cuby) long ago. However, have you checked the BTs ? The Cornwall Record Office should be able to advise whether they hold BTs for Tregony and Cuby over the period 1786/7.
As the borough of Tregony lies within the parishes of Tregony, Cuby, Veryan and Cornelly, it also may pay to check the PRs and BTs for the latter two parishes. Additionally, some incomplete Cuby with Tregony copy PRs are held by the SOG, London, who will attend to email requests for a small fee.
Pigots 1830 directory for Tregony lists two William COCKs - William gent and William maltster. Considering that maltsters often were substantial citizens, these may be father and son. A Mrs Elizabeth COCK of Broad St Penryn also is listed by the same directory amongst the Penryn gentry. According to Davies GILBERT's parochial history both the Cock and Hearle families held land at Penryn, which may be the origin of the Tregony branches.June Palmer has written some helpful books on Penryn and you may wish to consult those.
Should you be unable to establish William's parentage through PRs & BTs, you may need to turn to deeds (check the a2a website) and wills.There is only one Cock of Tregony grant indexed by the CRO for the period 1800-1857 and that is a 1826 administration for Lucy COCK of Tregony, widow. She possibly was the widow of Jonathan COCK who was having children with her at Cuby with Tregony throughout the 1780s(the apparent decade of your William's birth).The CRO also has a 1821 probate for John HEARLE esq of Tregony Cuby - who may be William's father in law.
C S Gilbert's Historical Survey of the County of Cornwall Vol 2 p 147 records that John HEARLE of Tregony esq was descended from Hearle of Penryn, a younger branch of Herle of Prideaux Castle, Luxulyan who originated in Northumberland. John HEARLE of Penryn marr Mary PAYNTER, heiress of Paynter of Trelissick, St Erth, and had Betty HEARLE (marr Cap Wallis, the European discoverer of Tahiti), Harriet HEARLE (marr Rev Henry Hawkins TREMAYNE of Heligan, St Ewe) and Jane HEARLE (marr Col Franicis Hearle RODD of Trebartha Hall, North Hill).

I have a COCK, JOHN IN my family HE was born in VA his parents are JOHN COCK
and ELIZABETH GOAD. HE marries RACHEL JUSON in GRAYSON CO VA. HE was in the
REV WAR HE got SCALPED and lived 1834 he died in WARREN CO TN I know because I
