Unfortunately I do not have any such records :( . But I will let you know if I discover anything. I have found other threads on the internet where people seem to be drawing the same semi-conclusion that we are--that William and Rebecca were possibly siblings, however no one seems to have anything linking Rebecca to William's family.
One thing to note however, is that i have a census record for Samuel Lucas living in 1900, so the death record you found probably wasn't him. At this time he is also labeled as being "widowed", meaning that Rebecca passed away sometime between 1880 and 1900. Obviously a VERY large range, but I thought the indications of the record worth noting and beneficial to any searches made for a death record for either of them.
Your information on Nancy and Sarah Catherine Lucas are correct according to my sources. According to a county birth listing, Sarah was born on April 10th 1860.
I will double my efforts to find more records on Rebecca and let you know what I find.

I have some Clow Family site links I am adding and have really worked and making connection. I have come to the decision I need to make a trip to PEI Canada where a number of families are buried and work from there but they also have some in England. As I understand from an uncle who is older the Clows came from Scotland in the mid 1700's and when the American Revolution broke some stayed in the states and others went to Nova Scotia but were of the same families.

Another possible indication that William Clow and Rebecca (Clow) Luscas could be siblings, although this one is a bit of a stretch, is that William Clow married his first wife, Nancy Ann Williams, June 3, 1841. Rebecca's daughter, Nancy Lucas, appears to have been born in that same time period. (Nancy's death record gives her d/o/b as September 19, 1835, but she appears age 8 in 1850, age 19 in 1860, age 29 in 1870.)
William's first wife died, and he married 2nd Sarah Jane Conant on July 30, 1857. Rebecca's daughter, Sarah Lucas,was the next daughter born to Rebecca after this date (abt 1860).
Coincidence - possibly. But also another indicator that William and Rebecca may have been siblings.
Need to find ANY record listing Rebecca's parents/siblings - birth record? death record? cemetery record? obituary?

Unfortunately the only information I have on Samuel and Rebecca comes from their listings on Census records and some of their children's death certificates. But the connection to Brooke county and Wellsburg in particular (I know from other family that my Lucas line lived very close to Wellsburg, if not in the town) intrigues me greatly.
Despite the difference on location of the birth of Rebecca's and possibly William's (if they are indeed siblings), I have found such differences in other areas of my family tree, especially for this time period. However I fully agree with you, and I think more evidence needs to be gathered to solidify the Rebecca-William connection. I will let you know if I come across anything, and please keep me informed as to anything you find related to this possible connection!

I have Rebecca's date of birth as June 25, 1816 and date of death as 1892 in Brooke Co. West Virginia. (I'm not certain if her date of death is correct as I have not found a record and posters differ on the date.)
My great great grandfather, William L. Clow, was born June 16, 1819 in Buffalo Creek, Brooke Co. Virginia (now West Virginia).
He died March 10, 1899 and his obituary mentions a Mrs. Lucas and sons, of near Wellsburg (the county seat of Brooke Co. W.Va.) , attending his funeral.
Although the Mrs. Lucas mentioned in his obituary may not be Rebecca, since she possibly died earlier, I'm looking for a connection between my William and your Rebecca.
The stickler seems to be the parents b. Germany part.
My William Clow stated on his marriage record that his parents were Thomas and Susannah Clow, but indicates in the 1880 census that they were born in West Virgina (Virginia pre civil war).
The connection of both to Brooke Co. Va. (later West Virginia) and the presence of Mrs. Lucas and sons of Wellsburg, Brook Co. W.VA. at William Clow's funeral makes it seem to me that there is a strong possibility that they were siblings.
My problem with Rebecca's date of death is posters have listed it as both December 2, 1892 and February 12, 1892. Looking at those dates they seem to have been copied from a genealogy report reading either 12/02/92 or 02/12/92 which could be the difference between an American or European method of dating. Compounding my skepticism is this death record for a Samuel Lucas:
