Beginning March 2nd, 2020 the Mailing Lists functionality on RootsWeb will be discontinued. Users will no longer be able to send outgoing emails or accept incoming emails. Additionally, administration tools will no longer be available to list administrators and mailing lists will be put into an archival state.
Administrators may save the emails in their list prior to March 2nd. After that, mailing list archives will remain available and searchable on RootsWeb
You need to write to:

Request forms for ordering Military Records for World War I
The application will give you complete instructions and the costs involved.
I have read that the charges for copies have been increased quite a lot.

The Genealogies you are referring to (I believe) were published by the John
Clough Genealogical Society. They were edited by a late member, Eva Clough
Spear, and probably composed on 3x5 index cards, yet they remain a standard
reference. The Society is currently in the process of publishing a third volume
which will update the previous two (now almost 50 years old) and correct a
few minor errors. Are you a member of the Society? We're having our annual
meeting and reunion in Hartford CT this July. If you could come, you could meet
with the genealogist and get all of the information first hand.

Contact the National Archives in Washington. I located my great great grandfathers's Civil War records from it.
Good luck
