Beginning March 2nd, 2020 the Mailing Lists functionality on RootsWeb will be discontinued. Users will no longer be able to send outgoing emails or accept incoming emails. Additionally, administration tools will no longer be available to list administrators and mailing lists will be put into an archival state.
Administrators may save the emails in their list prior to March 2nd. After that, mailing list archives will remain available and searchable on RootsWeb
I've been trying to find a cousin that disappeared 10 years ago.

and, suspicious person that I am, didn't seem to offer me much in the
way of any guarantee that I'd actually get anything.

NavySpies specializes in finding lost people. KnowX charges for their
services, but their prices are reasonable -- and you can see your results
immediately (for example, I found federal tax liens against my cousin ...
these liens gave addresses for him that have allowed me to search for
people that knew/know him).
AnyWho is the best resource I've seen yet for telephone numbers. You
can enter only a street and it will give you _ALL_ the people that live
on that street!!! ... Or, you can give it a zip code (anything from a
full zip to a partial one) to get an area search. For example, I live
in the 78732 area code. If you search the "78" zip code, you would
search all of Austin, TX and Round Rock, Pflugerville, Georgetown and
the other surrounding towns. Searching "787" narrows down the search,
as does "7873" and then "78732" would search all the area in my immediate
vicinity!
So, using AnyWho and the results from the tax lien info I got from
KnowX, I was able to find a lady that lived across the street from
where my cousin used to live in one town. I found a man that was now
living in the house where he used to live in another town. I called
both of them and got valuable information from them.

Any information on James William Cloud(born in Williamson County, Texas
in 1865 to John Austin Cloud(1841-1886) and Sarah Ann Yows(died 1880)}
would greatly be appreciated. After James died, his wife, Effie Howard{
daughter of Martin Woodrow Howard (1871-1945) and Dora Jane
McCreary(1875-1956)} gave my grandfather, Billy Cloud Riddle-born William
Martin Cloud(born December 16, 1920 in Ellis County, Texas){adopted by
David and Jennie Coker Riddle of Athens, Tx} and his brothers up for
adoption. She later married a Mr. Wilson, and had a son. She later
married Mr. Albert Herrington, who took care of the Wilson boy after
Effie died. Effie died at the age of 34 years of age at the Austin State
Hospital. Any information on this family Would greatly be appreciated.
