Beginning March 2nd, 2020 the Mailing Lists functionality on RootsWeb will be discontinued. Users will no longer be able to send outgoing emails or accept incoming emails. Additionally, administration tools will no longer be available to list administrators and mailing lists will be put into an archival state.
Administrators may save the emails in their list prior to March 2nd. After that, mailing list archives will remain available and searchable on RootsWeb

probably a worthwhile search.
Several years ago, the Rowan County Register published "1775-1776 Marriages
>From The Diary of Johann Gottfried Arends by Jo White Linn, C.G., C.G.L..
but from what I saw, the article covered from 1 September 1775 - 1 September
1776, and then some marriages in Dec. 1776. Among the listings during that
period was the marriage of "Philip Mock and Anna Mariah Klinert, 10 Mar.
[1776] (Ebellscriik)". But I didn't find a record of Dewalt Mock and Phebe
Klinert/Clinard among the listings.
But since Arends arrived in 1773 and served Lutheran congregations in the
Rowan County area for many years, it's possible that the Archives has
marriage records that included Dewalt and Phebe's marriage. It's worth a
search by somebody who can read German as you state.

Note: this is the northern end the land which said Clinart bought of Anthony and Peter Hinkle. (note Jacob's sister Elizabeth married Arhart Siceloff)
Book 15, 3 Apr 1797. Peter Hinkle to Jacob Klinart for lb 71, 300 A on Brushy Fork of Abbotts Crk crossing a small branch, and on both sides of the Guilford Road adj Charles Hinkle, Luke White,and Sicelove. Witnessed by Frederick Miller and Henry Davis proved by the latter in August 1797 (the state allotted this to said Peter and his brother, Anthony Hinkle). (Note: Frederick Miller married Catherine Clinard, Jacob's sister).
Here is a land entry that connects Jacob to the Hinkle family:
8 Feb 1780: Jacob Clinard 200 A on waters of Brushy Fork Abbots Crk, adj Mathias Sapenfield, Felix Clodfelter, and Moravian line, including the Improvement he now lives on, which entry is in behalf of Anthony Hinkle and Peter Hinkle, Orphans of Peter Hinkle, deceased. Rowan County NC Vacant Land Entries by Richard A. Enochs Pg 175. 2440.

You are asking the right questions.
I have searched for a Katherine Deck Hinkle several times. I have looked in Henkle records, the McCubbin files, and searched under the surname of Deck, Dech, etc to see if there was a first marrage to a Hinkle and never found anything. We do know there was another Hinkle/Clinard marriage and several related land transactions, though
As for the brother/son question I have not found any proof on that either way, except as you state, the ages

Question #1: When did his wife, Catherine die? I believe she was counted on the Rowan Co, NC 1820 census, page 300, listed as "Widow Cleinert".
Question #2: A public sale of her movable effects should have been approved, scheduled completed and recorded by the court in Rowan or Davidson Co, NC after her death. Where are the records, assuming Philip's will was carried out as he wished?

Milton E. Clinard, Jr., 6 years old, son of M.E. Clinard, 2418 Cleveland Avenue, died yesterday of meningitis. He is survived by his parents and a baby brother, William.
This person was formerly married to David Clinard (abt 1832 - 1881), son of Charles Clinard, Sr. and Sarah Idol Clinard. (I had her name spelled "Basha" in my file, but her obituary states that it was "Barshaba".
