Beginning March 2nd, 2020 the Mailing Lists functionality on RootsWeb will be discontinued. Users will no longer be able to send outgoing emails or accept incoming emails. Additionally, administration tools will no longer be available to list administrators and mailing lists will be put into an archival state.
Administrators may save the emails in their list prior to March 2nd. After that, mailing list archives will remain available and searchable on RootsWeb

The volume of references you have do seem to clearly point to places outside of Essex and without further evidence I think it pointless for me to speculate. There is an abstract of his his conviction on the web at: http://www.pastfinders.net/convicts1a.htm (if you can't get the link to work I can e mail or post the abstract at your request)
I assumed (perhaps erroneously) that the others mentioned were working with him. But I noted with interest the surnames Parish and Reeve both of which have appeared frequently in my Essex research (most all of which has covered much earlier periods). While common, the given names William and Samuel also appear frequently amongst the Essex Cliffes/Clifts.
While I find this all intriguing, it would appear to me that there is little basis for pursuing any Essex connections at this point.

I am not certain of the county because Samuel's Ticket of Leave states that his "native place" is Birmingham; his death cert. says "Staffordshire"; his Cert. of Freedom says "Oldbury, Warwickshire"; family tradition says "Oldbury, Staffs" and his date of birth varies between 1791 to 1793.
All I have to go on is that his father's name is William on his Ticket of Leave. There is no mother mentioned. However, if the family followed the usual naming pattern, his mother could have been Elizabeth because the first child was Elizabeth and the second William.
Recently, someone even suggested to me that he may have come from some of the Clifts in Gloucester! Now I am thoroughly confused!! I know that "native place" can mean place of birth OR place of residence at the time of the event.
Please correspond with me and explain what you mean about the "family names of those convicted along with him" ?

I'm afraid I can't shed any direct light on your search. But I was wondering if you could help me. I recently saw an abstract of the 1817 assizes record you referred to. I was interested to note that all the family names of those convicted along with him appear frequently in my research into the Clifts/Cliffes of Essex. I was wondering if you could tell me how certain you are of the Staffordshire origins and perhaps what your source is. Thank you in advance for any help you may offer. Bill
