I looked at about a dozen books on vital statistics in Stanstead (county) and didn’t find too much more, but I did find a few things elsewhere that might help your research.
Here are a few leads...
(1) Charles-James’ brother married Anastasie’s sister:
Etienne Clement (Etienne & Francoise Pepin)
7 September 1858 at Compton parish, Compton
Alphonsine Galarneau (Narcisse & Julienne St-Jacques)
(2) Etienne Clement and Alphonsine had a baby girl:
Marie-Elise Clement was born 12 January 1860 in Ste-Catherine de Hatley. I believe the parish there is called Katevale, but she was not baptized there. She was baptized on 12 February 1860 at Sacre Coeur de Jesus in the town of Stanstead (very close to the boarder.) On that day, Etienne Clement and Francoise Pepin were godparents.
(3) Etienne Clement and Francoise Pepin (with a dit name) are mentioned originating in Rouville. Take a look at ... genealogie(dot)org/club/sgce/histce.htm
They also mention the St-Jacques from Ste-Catherine.
The best for last:
(4)Charles and Anastasie were living in Canada in 1901. Take a look at the 1901 Canadian on-line census at automatedgenealogy(dot)com and you’ll find them both living in Hatley ( sub-district f-4, page 2, line 42 & 43) with a 13 year old son. If you click on proof page, you’ll see the original documents from the National Archives of Canada. A closer look and you’ll see their son was born in the USA and immigrated to Canada in 1896. (I believe historic boarder crossings data is held at the National Library in Washington.)

Charles James Clement's father, Charles Clement, is the HIT that you've provided. I have the father's death certificate. All that I can glean from it is that he was born May 23, 1834 in Canada and died on July 23, 1910 in Pembroke (Suncook), New Hampshire (where he had resided for nine years). His father's name was Etennene Clement and his mother was Franscoise Cephire (both were born in Canada). Some info that I have says that his wife was Anastasie Galarneau. If this is true, then this may be another marriage. In any case, it sort of fits.

I have found some information for you:
Charles Clement (Etienne & Françoise Pépin)
16 January 1865 at St-Patrice parish in Magog, (Stanstead county) Q.C., Canada
Anastasie Galarneau (Narcisse & Julienne St-Jacques)
Anastasie had a sister, Julienne Galarneau, who married Jean-Baptiste Leblanc in the same parish on 10 February 1863.
From another source, I read an annotation that said both Charles and Anastasie were from “S. Cath.” This isn’t much to go on, but I would start with a search for Ste-Catherine-de-Hatley, a small community within the same county. If I find anything more, I will let you know.

Herbert Hickman Clement
Herbert Hickman Clement, 78, Henderson, died of heart failure at 11:45 p.m. Monday, Aug. 16, 1999, at Methodist Hospital.
A member of United Church of the Nazarene in Henderson, he had been a truck driver for various companies, including Time DC Trucking, where he retired after 30 years of service. He was a U.S. Navy World War II veteran.
He was preceded in death by his wife, Martha, who died in 1997.
Survivors include two daughters, Carol Hess and Connie Knight, both of Henderson; one son, Jerry Clement of Henderson; three sisters, Glyndora Hedges of Louisville, Callie Dillman of Pittsburgh, Pa., and Dorothy Smith of California; one brother, Albert Clement of Evansville; nine grandchildren; and eight great-grandchildren.
Memorial services will be at 2 p.m. Saturday at United Church of the Nazarene.
Mason Brothers Audubon Chapel in Henderson is in charge of arrangements.

have you gotten further back with 'Clements'? I have Ambrose Clement born 11 April 1836 (don't know where, but he was born in Canada) and in the 1901 census he is in Hastings East.Thought there could be a connection.
