Beginning March 2nd, 2020 the Mailing Lists functionality on RootsWeb will be discontinued. Users will no longer be able to send outgoing emails or accept incoming emails. Additionally, administration tools will no longer be available to list administrators and mailing lists will be put into an archival state.
Administrators may save the emails in their list prior to March 2nd. After that, mailing list archives will remain available and searchable on RootsWeb

While I do not know of a Joshua Rockhill Clair in my line, I will share what I have on my Clair line in case it could provide a clue.
My ancester Claude Clair came to the US in 1875 and settled in Kansas. He and his wife were returning to France to visit, leaving their children in Kansas, when he died in Weekauken, N.J. He is buried in the Weehauken Cemetery. It is possible the couple stopped to visit with relatives on their way to France.
Claude Clair came to this country from Saint Etienne, France, to assist in establishing an experimental silk farm and factory at Silkville, Kansas. Claude Clair was the son of Jean-Fleury Clair, b. 1799 in Rontalon, France, d. 1836 in Saint Etienne, France.
Perhaps these locations and dates could be of help to you in your search.
