This is not a virus, it is a hoax. See the following

While viruses are serious (and if you, anyone on this list, aren't running antivirus
software, you should be), most of the ones you find out about in email aren't. Check out
http://www.sophos.com/virusinfo/articles/jdbgmgr.html
to find out if your Java Debug Manager (JDBGMGR) is a risk. And if you get an email
warning you about a virus, plug some of the keywords into Google or your favorite
search engine before you delete a probably useful file from your system. Searching on
'jdbgmgr virus' turned up the page I noted above.
And pass this note back upstream to the person who alerted you to the "virus".

am forwarding this alert because I have found the "teddy bear" virus hiding in my computer. Follow the steps below ASAP and it should be taken care of.
Hello!
A virus has been passed on to me by a contact. My address book has in turn been affected. Since you are in my address book there is a good chance you will find it in your computer too.
I followed the direction below and eradicated the virus easily.
The virus ( called jdbgmgr.exe) is not detected by Norton or McAfee
anti-virus systems. The virus sits quietly for 14 days before damaging
the system. It is sent automatically by messenger and by the address book
whether or not you sent e-mails to your contacts. Here is how you check
for the virus and get rid of it.
1. Go to start, find or search option.
2. In the file/folders option, type the name : jdbgmgr.exe
3. Be sure to search your C: drive and all the subfolders and any other
drives you may have.
4. Click "find now"
5. The virus has a teddy bear icon with the name jdbgmgr.exe. DO NOT
OPEN IT!!!!!!!!
6. Go to edit(on the menu bar), choose "select all" to highlight the
file without opening it.
7. Now go to the file (on the menu bar) and select delete. It will then
go to the Recycle bin.
IF YOU FIND THE VIRUS, YOU MUST CONTACT ALL THE PEOPLE IN YOUR ADDRESS BOOK SO THEY CAN ERADICATE IT IN THEIR OWN ADDRESS BOOKS.
To do this:
a) Open a new e-mail message
b) Click on the icon of the address book next to the "TO"
c)Highlight every name and add to "BCC"
d) Copy this message....enter subject....paste to e-mail.
Sorry guys.
Dorie
Please welcome Edwina, Rebecca & Sybil as new members of the Christmas List.
Edwina:
Until recently, I was only researching my
CHARLES Family in Wales & England when I found the following connections
to the CHRISTMAS Family in Haverfordwest, Pembrokeshire, WALES. I have
been unable to follow up since then due to illness. Does anyone on the
list have any Wales connections?
I wrote:
Does anyone have anything else on George CHRISTMAS & his wife
Martha who are in the 1881 census listed as Innkeepers at The Rising Sun
Inn, North St., Haverfordwest, Pembs. They were uncle/aunt to Edwin
CHARLES & Mary B CHARLES who were my great uncle & great aunt. Edwin & Mary
were living & working with them (CHRISTMAS Family) in 1881.
Rebecca:
I'm looking for Christmases who were born in Kentucky, specifically, Logan
and Butler Counties.
Sybil:
I do not know if I have a Christmas connection. I am the gg-granddaughter
of Sarah Ann Dyer who md. John Gillean. They were on the Walker County, GA
censuses of 1850, 1860, maybe 1870 (don't remember) moved to Arkansas,
where John Gillean was killed in a shootout in 1870s. Sarah Ann Dyer
Gillean lived to be 98 and died in Delta County, TX where she is buried.
Several of her children lived to ripe old ages also. Sarah Ann Dyer is the
right age to be the daughter of Sally Jones Christmas according to Watson
Dyer's work. However, Gillean researchers that I am aware of have no proof
of that connection.
