Beginning March 2nd, 2020 the Mailing Lists functionality on RootsWeb will be discontinued. Users will no longer be able to send outgoing emails or accept incoming emails. Additionally, administration tools will no longer be available to list administrators and mailing lists will be put into an archival state.
Administrators may save the emails in their list prior to March 2nd. After that, mailing list archives will remain available and searchable on RootsWeb

I've found them in Scott County, which today is south of Cincinnati with several counties in between. Without digging into my notes, I believe that back in the early 1800s, which is when we're interested, Scott may not yet have been carved into smaller counties.
Julia Stribbling (also Stribling), her parents, and her brother (Cincinnatus Sanford) and sister Winifred Vawter Stribling were all born in Scott County. Julia and her brand-new (at least within a few months) husband migrated from Scott County to Jackson County, Missouri.
Julia's mother, Lucy Dehony West (West was her second husband; the first died quite prematurely) had several other children, and I've found Lucy in Missouri with Julia's half-brother Edward West.
