"Chitman" is just a spelling variation of "Chipman." "T" and "P" can sound alike.
You may find the answer to your search in Obion Co., TN.
It's an interesting tale. The patriarch of the Obion Co. family was John Chipman who was born in NC in 1789. This man is the real son of John Chipman of Guilford Co., NC.
John Chipman of Guilford Co. NC was a Quaker. Although Quakers have a peaceful reputation, they could be stern parents. Probably John and John Jr. quarreled and John Jr. left Guilford Co. and was not heard of again. I think some of John Jr.'s family drifted down into AR.
I know know that some have said John Chipman of Grant Co., KY who died ca. 1819 was the son of John Chipman of Guilford Co., NC, but that's not true. The Grant Co. John was born in the 1770s and so was quite a bit older than the Obion Co. man whose birth year is the same as the John born to John Chipman of Guilford Co.
It's confusing, I know. So though I can't say your Susan is part of the Obion Co. Chipman group, that is where I would start to look for her.

Apparently Frank was a slave that belonged to the elder Charles Jones who came to TN from South Carolina. Everyone listed in the Jones household on the 1850 census was born in South CArolina. The family is not on the 1840 Lauderdale County Census so do not know when the family came to TN. They could have brought Frank with him when they came to TN, or he could have been bought after they got here. Will need to check the deed book in Lauderdale County to see when the Jones Family bought property. the 1850 census shows the elder Charles Jones property was valued at more than $19,000. The next time I get to Ripley, I'll see if the elder Jones had a will and I'll look at the deed book to see what I can find.

I checked the 1850 census again, and The head of the household Charles Jones age 71, a farmer, did not sell Frank, but also in the house was listed a Charles K. Jones, a physician, age 21. The slave Frank was sold by Dr. C.K. Jones in July 1851, which leads me to believe that the elder Charles Jones a farmer, died, sometime between the 1850 census and the July 1851 sale of Frank.

I looked through some old records I had on the Chipmans and found the following: "Know all men by these presents that I Charles K. Jones of the County of Lauderdale and State of Tennessee for and in consideration of the sum of nine hundred dollars to me cash in hand paid by George Chipman of the state and county aforesaid at and before the ensealing and delivery of these presents the receipt whereof is hereby acknowledged have this day bagrained & sold and do here by bargain& sell to the said George Chipman his executors and administrators forever a certain negro man slave named Frank aged twenty one years I warrant the said negro man to be a slave for life to be sound and heathly in all respects and to be sensible I covenant and bind myself & my executors or administrators to forever warrant and defend the title to said slave to the said George Chipman and his representatives I further covenant that I have a good title to said slave and am well enabled to convey him witnes!
s my hand and seal the 12th day of July 1851. W.H. Davis CByrn Dr. CK Jones The deed was registered the same day.
According to the 1850 Slave Schedule, Charles K. Jones owned 18 slaves. His age was listed as 71 on the 1850 census of 8th District in Lauderdale County, born in South Carolina.

You're absolutely right about when Lauderdale county was formed - however that's what he lists as his birthplace on enlistment papers. My assumption is that he listed his residence as his birthplace.
I could have sworn I had a tax record for George Watson Chipman in Haywood co about 1830, which would have indicated he already had property interests there, but I can't find it now, so maybe I'm just confused.
Frank was in co. C of the 4th USCT heavy artillery - if you have fold3 the easiest way to find the complete records is to look under the civil war service records, Union, then the unit. Apparently Frank was a bit of a cut-up as his record shows him promoted to sergeant, arrested and demoted to private, promoted again to corporal, and then demoted again. I would really love to know where he ended up after the war.

Lauderdale County was not formed until 1836. George Chipman came from Bledsoe County to Madison County as early as 1831, where he served in the State Militia. In 1842, he was in Lauderdale County where he was appointed overseer of the work on the road from Ripley to Dyersburg. He does not appear on a census until the 1850 Lauderdale County census. The 1860 census listed him as the owner of 16 slaves, but they were not named. George died several years after the war, so there were no slaves mentioned in his will. Your Frank Chipman may have been living in Lauderdale County when he joined the war, but he could not have been born there. The only black Chipman in Lauderdale County, I have found a record for was Henry Chipman, I have found 2 deeds where George bought 2 slaves, but neither was Frank.
I would like to know what army, company, etc. he served in. I would like to add the information to my files.
