I would go with the Facebook group as a private group. I am an admin in one such group
and approve most requests to join as long as they meet group qualifications.

Alright I've been researching the different options available. Here's what
I've narrowed down too and the benefits each has;
1. Facebook - Can add Photo's and files. Can have the group public, private
or secret. Free
2. Google groups- Doesn't appear to have a file area. Users can receive
emails of posts like we had a Rootsweb. Can view topics and can make the
group public to be searchable from the web. here's a group that can be
viewed-

3. Groups.io- Does have a file and photo area however they count towards
storage limits for the group which is only 1GB of storage which is free
anything over that would have to be paid for. Doesn't appear to be
searchable from the web only through their directory. It reminds me a lot
of Yahoo Groups. Here's an example-

I personally would chose either Facebook or Google groups.
