Beginning March 2nd, 2020 the Mailing Lists functionality on RootsWeb will be discontinued. Users will no longer be able to send outgoing emails or accept incoming emails. Additionally, administration tools will no longer be available to list administrators and mailing lists will be put into an archival state.
Administrators may save the emails in their list prior to March 2nd. After that, mailing list archives will remain available and searchable on RootsWeb

I know this is not CHASE specific but is being discussed here so want to
weigh in with what I believe to be true.
That particular message was posted on dozens of rootsweb mail lists that day
and might have been part of the PayPal DDOS attacks. The persons that were
infected and innocently and unknowingly sent these out to trusted sites
could have just as easily been infected weeks, or months previous, and just
waiting for the right day to activate them.
One should never just click on a random link in an email just because you
"think" it is from a friend. Unfortunately the chances are very good that
for anyone that did click on it, that they are now infected with either a
virus or a trojan that will just be waiting until the next time some idiot
wants to try to shut down the internet with DDOS attacks.
If you did click on it you should at least scan your computer, but these
guys are brilliant and they have dozens of ways to circumvent the anti-virus
protection.
Any time you see a php or exe or such type of executable code within an html
link you open yourself up to possible problems.
If you don't believe me please consider listening to Leo LaPorte the tech
guy, who is internationally known in the tech world and he explains these
types of attacks quite often in his podcasts.
