Beginning March 2nd, 2020 the Mailing Lists functionality on RootsWeb will be discontinued. Users will no longer be able to send outgoing emails or accept incoming emails. Additionally, administration tools will no longer be available to list administrators and mailing lists will be put into an archival state.
Administrators may save the emails in their list prior to March 2nd. After that, mailing list archives will remain available and searchable on RootsWeb

I have no connection to this family, but have you tried looking under a different spelling ..
I can find your family in the 1891/1901 census, living in London. Frederick born in 1853 at Soho in 1901 a cigar saleman, I dont have access to 1911, but you can search the index at findmypast.co.uk and the nearest I can find is a Frederick Chappell living in Islington aged 56. If this is the same man as yours there is a death recorded in Islington in 1912 of a Fredrick Chappell aged 56, which would fit in with this!
