Wesleyan Cemetery Update (Ohio, Hamilton County, Cincinnati):
With hopes to Save & Preserve Wesleyan Cemetery, On July 11, 2001, I posted
a message to the Hamilton County list, concerning the very sad situation I
found at Wesleyan Cemetery in Cincinnati, OH. The situation is one that I
have & will continue to deeply investigate & will continue to follow up on.
I now have a considerable amount of information on the past & current legal
happenings
& also know some "routes" and in what order things should be done, in order
to hopefully Save & Preserve Wesleyan Cemetery. From the private emails I
received from my July 11 posting, I know this is of great concern to many of
us.
It appears that many people have been randomly making phone calls, making
police reports, filing law suits (which takes money from the cemetery) &
quietly just being upset. It's time to take some organized action & form
the "Wesleyan Preservation Group".
We have the support of someone who has been involved with the record keeping
and will try to help make things happen, to save, preserve & rehab, but help
is needed from everyone who can dial a phone, write a letter, send an email
letter and show up at needed city officials offices. Beyond all the deep
research I've done, I spent 2 1/2 hours on the phone Wednesday, have had
numerous emails coming in and am currently listing the immediate things that
need to be put in place, to form a "Wesleyan Preservation Group" & get
something done. I could easily type for hours, with all I now know, but
this letter will be large as it is.
THINGS THAT NEED TO BE URGENTLY DONE NOW: (Please reply to me off the list
on the following items.)
1- Is there anyone on the list that knows how & is willing to start &
maintain a Web Page (assuming at rootsweb, but your choice)? This would
allow all information to be at instant access & should include links to
on-line facts, contain current updates of happenings, past cemetery history
& possibly an email sign-up list & whatever other areas on the site may be
needed. (I have no knowledge of how to do this, so please excuse any
missing terms.) We would give you the information and the design is yours.
2- Is there a lawyer or lawyers on the list, willing to work with the key
person, as a volunteer. The key person is totally "not paid" for the
efforts & it's truly unbelievable what that person has done & knows. ... We
are working on press coverage with all this, as the events warrant & would
like to see this entire situation become a city wide campaign.
3- The cemetery is a nonprofit corporation, registered in the state of Ohio
& receives NO Federal, State, County or City Funding. ALSO, as a nonprofit
organization the cemetery is exempt from taxes. HOWEVER, in 1998 the
Auditor of Hamilton County sent a letter to the cemetery, telling the
cemetery that they would Now HAVE TO PAY TAXES. I've been advised that this
IS ILLEGAL!!!!!!! All efforts by some individual citizens, to have this
reversed have failed. Without going into great detail, it appears that we
need YOU and EVERYONE YOU CAN FIND to GET ON THE PHONE AND START THE
LETTERS, CALL THE TELEVISION STATIONS, CALL THE RADIO STATIONS, CALL THE
NEWSPAPERS, do anything legal you can think of (including legal contacts) to
help, as the cemetery now has back taxes due. (I do not know why or how
this happened.). This "letter - auditors decision" needs to be reversed &
all back illegal taxes should be & needs to be canceled!!!! ... If you can,
get groups together as your project & let the city government know you won't
stand for illegal operations!!! ... Make noise once or twice a week!
Follow up with "what have you reported", "why haven't you reported this",
"what is going on", "how could the city do this", "why was this illegally
done", and any other questions you think of pertaining to illegal tax
charges on this nonprofit historical city location. ... Everyone says that
"they" or "someone should do something". Well, THAT'S US!!!!

SOME ANSWERS TO QUESTIONS YOU MAY HAVE, per letters I've received:
1- The 1843 Charter Deed is valid. Legally, only the existing board can do
anything as far as cleanup and rehab. If and when a re-organization occurs
(like in July 1995) the existing trustees would resign and turn over control
to a new board of successor trustees. If people go to the cemetery to clean
up, they are on their own, are trespassing and are liable for any damage
they cause to other graves and themselves.
2- The Wesleyan Cemetery of Cincinnati, Inc. DOES OWN the cemetery and the
land. No matter what the situation is, this corporation exists, is
functioning and is recognized by the state of Ohio. Rev. Garr, his wife and
attorney had resigned on July 31, 1995 so that new trustees could take over.
As far as I can find out, all the new trustees efforts for government help
has failed.
3- The Charter Deed ("Act to Incorporate the Directors of The Wesleyan
Cemetery of Cincinnati") was done on Feb 9, 1843.
The following leads to the Original Charter Deed: Blackwell's Secretary of
state site. Various business documents & the 1989 listing shows the
original charter from 1843. Enter "Wesleyan Cemetery"
http://serform.sos.state.oh.us/servlet/page?_ . Many Thanks to Linda Boorom
for finding this for us!)
4- Wesleyan was set up by the Methodist churches. They now have NOTHING to
do with it & are NOT connected to it legally at this time.
5- The current court "doings" are against the current trustee & how the
cemetery is now, concerning the loss of funds. ... Any court case filed on
the cemetery or the current trustee (Mr. Merkle), only puts the cemetery
deeper into debt.
6- Except for the exceptional case where people have paid separately for
perpetual care, the cemetery rules have always included that the family was
to pay annual care fees for grave maintenance. With many old graves with no
living family and others that never paid anything towards this, it's easy to
see why funds are low. This situation remains, regardless of current court
doings/findings with Mr. Merkle.
7- Having Wesleyan named as a Historical Location will not help preserve it
as the "owner" can sell, change and do what they want to. See (Long Link):

sted+on+the+historical+register
8- Currently no city funds are set for Wesleyan & it appears that NO city
official has agreed to step in (in the right direction).
9- Current lawn/grounds maintenance is a major immediate concern. Current
costs, when funds were available, have been at $1,800.00 per cutting, which
costs up to $36,000.00 per year.
10- The fixing of tombstones & replacement of moved tombstones is a top
priority. However, tombstones are the property of the lot/grave holder.
Only the cemetery or a descendant can legally do anything with the stones.
11- Early burials (prior to 1843) from cemeteries that no longer exist, have
been moved into Wesleyan. Many can be considered & are citizens from the
era of the beginning of the city. I would have to check all dates, but when
you have American Revolutionary Veterans there, you know their births were
in the 1700's.
12- All records are safe. I've been in touch with the person who is STILL
sorting them and I know where they are. Don't worry on this! Currently 95%
of those records have been filmed and are available to the public at the LDS
Family History Libraries anywhere in the world. There is still 5% to
do!!!!! ... Rehab on those records has been extensive (moisture, mold,
etc.)
13- Current published records at
ftp://ftp.rootsweb.com/pub/usgenweb/oh/hamilton/cemeteries/wesleyan/ . This
database was created by Joseph Fleshman. He originated the microfilming
project with Joseph Garr about 1990. He took the information from the
original records as they were sorted and filed & the records were then
microfilmed. This database is not complete, as the microfilming is not
complete. ... The areas that say "true" & "false", appear to have been
created by a DBaseIII system & I do not know what they may refer to.
14- Some information on the original records:
A: The original record books up to 1970 are filmed. (In printed book form,
see #15 below.)
B: Burial Register Books 1910-1993 (kept by the gravedigger) has about the
same information as #1 (the original record books). The time period from
1910-1993 is filmed.
C: Lot files by section with related data on statistic sheets, letters,
burial permits, FH letters, family letters, etc. is about 95% filmed.
D: Other odds and ends (burial permits, maps, etc.) are filmed.
So, for any given burial in the 1910-70 period, you should find the same
data in three places (the Record Books, Burial Register Books & Lot files).
It is worth checking the BRB and files for additional information if
recorded. The farther back you go, less information available. There was no
family (father, mother, etc.) information collected in the 1800's.
15- The book titled "Hamilton County, Ohio Burial Records VOLUME ONE
WESLEYAN CEMETERY 1842-1971, Published By The Hamilton County Chapter of The
Ohio Genealogical Society Mary H. Remler, Editor" was a FIRST project done
on the cemetery, done by volunteers with limited access, who worked
extensively. It is a literal record. I've been told there is 1% to 3%
transcribing errors & omissions from the original records, and omissions
from the index. This book does have very good early Wesleyan Cemetery
history in the front of the book.
16- There are American Military Veterans buried at Wesleyan, that go back to
the American Revolution. The total of military veterans is in the hundreds.
Graves I have personally seen run from the American Revolution through the
Korean War, which was during my four hour walk through & I did not see the
entire cemetery, nor did I go grave by grave.
17- Link to Newspaper Articles on Westleyan Cemetery. This is ONLY what HAS
been reported by the newspapers.
http://search.atomz.com/search/?sp-k=&sp-q=wesleyan+cemetery&sp-a=00060b68-s
p00000000&sp-advanced=1
18- No Veteran Groups have stepped in with maintenance (grass, weeds, poison
ivy, jiggers, etc.) offers or concern, that I've been able to find.
19- No known scout troops have volunteered services for clean up in any
area, that I can find.
20- No known landscaping business has volunteered services in any area for
clean up that I can find.
21- Plans to match up all existing records to all existing graves and
tombstones is a top priority.
22- Future plans for keeping the cemetery open: Hopefully a new board could
be set up with people from responsible organizations on it.
23- There are some tombstones there, that are so old, they are unreadable.
24- I spent over four hours walking the cemetery and the newest tombstone I
saw is 2001.
It's more than apparent that in this "new day", many don't care about the
past & heritage, as they only look at today & have no forethought for todays
losses. Without support from you, things will not happen. As Cincinnati
has lost so much with the four court house fires & things that have been
allowed, lets not let this "Visual Past & History" get away!!!!
If anyone can offer help in any of the above areas, please contact me
privately, putting "Wesleyan" in the heading.

mary,
I have Thomas son of Robert and Elizabeth Chapman born 1791. However, my RObert had a brother name Thomas (we are trying to prove). Could be him since my robert was born 1755. Men produced offspring back then late in life. Could be mine's younger brother or nephew. Give me more on your Thomas and I'll see if I can help.
Where he is from and lived etc.

Thanks for the info. It sure sounds as if Walter Anderson Chapman and your
John very well could be siblings. I'll go look at the census records you

Hi Virginia,
Don't know where you live in California, but the
Sons of Revolution Library on Central Street in
Glendale California has a book title " A History of
MIDDLE NEW RIVER SETTLEMENTS by David Johnston,
that is filed in the Mercer Co. --West Virginia section.
It tells the story of your Chapman line------also the Mary Kegley
Books of that area are even better---you can go on line and buy them,
www.dnai.com/~skegley/KegleyBooks/index.html
I donated a set of these books to the So. Calif. Geneaglogical
Historical Library in Burbank, Ca.
Here I will quote a bit for you "In Nov. 1768 John Chapman, Richard
Chapman & Moredock McKensy removed from Culpeper co. Va,
to the Shenandoah, and from hense in 1771 came to the New River
Valley and settled at the mouth of Walkers creelk" " it quotes his
children and says of Sallie, who married first Jacob Miller of
Franklin Co. Va----and if my memory serves me right, there was
a great deal about the MIllers in the "New River Book"------
This family was in Giles, Wythe, Montgomery & Mercer countys

Another researcher asked me to pass this on. She was working her line of Chapmans dwhen she came across some info on LUNA Chapman. She name from a posting and thought she would jot down what she found. Who ever you were, I hope you're still out there! :))
Isn't it fabulous to see posts like this. I think it is awesome that we go out of our way to help one another in our efforts. Where else but in genealogy can this be found so prevalently :)
**************
Something I wanted you to post for me... someone was looking for Luna Chapman. I looked through many census yesterday, in Cocke Co. TN
I found in 168-172 Luna 50 Male
Mary A. 17 Female
Wyly 15 Female
James 14 Male
John 12 male
Henry 11 male
There was also a William Chapman age 82 from Virginia
Elizabeth 77 from Virginia
Mary 32
William 21 listed as a Grand Master Teacher (something like that my pen started to fail at that point and had to go).
I also noticed that Luna is also found as Tuna unless they are two different people twins maybe.
This data can be found on line. Hopefully it will aide the person seeking more on Luna.
THANK YOU for taking the time to share this information with the list!!

I located Walter A. Chapman in the 1850 Census in
Franklin Co, MO, and he reported on the census that he
was born in Virginia. (If you had not already seen
it, the listing's on page 81.) Perhaps he and my John
Chapman were siblings? Franklin, Gasconade, and Osage
counties are right next to each other, so
theoretically it's possible... of course, much of this
is theoretical, isn't it? <g>

Friends on the internet have given me this information:
ISAAC CHAPMAN, 1716, married
SARAH COLE.
Their son JOHN CHAPMAN, 1745-1813.
(or maybe b.1-18-1739 in Orange,
d.4-21-1815 or 1816, Giles Co.
married SALLIE ABBOTT,
b.1744,
A daughter of John and Sallie was
SARAH SALLIE CHAPMAN, 8-26-1776 -
2-26-1857, who
married JACOB MILLER, Jr.
1770-1801.
They were married 12-2-1794,
I don't know WHERE any of these events took place. I am flying to
Virginia next Wednesday to search for ancestors. Can anyone tell me
which counties have any of their records?
I'll be greatly appreciative.
Virginia in California.
My GGG Grandfather was Walter Anderson Chapman, born 1811. There's some
question as to where he was born. Somewhere along the line I found reference
to his being born in Franklin County, MO. We always thought he was born in
Virginia.
He married Louisa May Gray Saunders of Carolina Co., VA 11/14/1831. His
father was named John and possibly married to a Martha Crabtree of
Morgantown, WV.
Walter Anderson Chapman owned property in Gasconde County, MO; found at BLM
records. He also was postmaster for the Adamsburg Post Office in 1852. I
know nothing, really, about his parents - - a little about his siblings and a
lot of information about his children. Family legend is that John was from
Virginia. Do know two of Walter Anderson Chapman's children, Mary Frances
(Molly) and Frank went back to Virginia to attend school.
Can there be a connection. Those of us who descend through Walter Anderson
Chapman have all come up against the proverbial "brick wall". Maybe you have
the key?

that's my buch as well. James Lewis Chapman b abt 1797 in S. Carolina,
father Shadrick or Shadrck Chapman. James had a brother named William who
came to Texas (Hopkins County) prior to 1880. James, my gggrandfather,
stayed in Indiana. His son, I don't know yet if there were others, Elisha
Embree Chapman migrated to Hopkins County Tx with wife Malinda Carolina
Hedges, where Uncle William and family lived. When he shows up on 1880 Census
had 7 children, ages 14 to 4 months, my ggrandmother was listed on Census as
Melvina C. age 7, though some family records use Cordelia Melvina Chapman.
She married a Crooks, first name unknown, and lived in titus Co. Tx where
they had two daughters. Minnie Cei and my grandmother Gertrude Mahalia
Crooks. First husband, my ggrandfather must have died becuse she remarried
in 1902. Any connections?? Linda Lopez
Not familiar. My Malaha was born in Mt. Pleasant Texas, mother moved to Tx
from Lynnville Indiana when she was 7 with large family. Therre could be
relatives. I'm still researching that area. Linda
Barbara, it is difficult for those of us who might be able to assist you in
your quest for a George Robert Chapman, if you do not indicate the
geographic location of your particular Chapman lineage...and since most
Chapmans moved over time, perhaps more than one geographic location will be
necessary. I have knowlege of quite a few Georges, most of whom are linked
to the Giles County, VA Chapmans.
