Cecil is Old World Welsh from a personal name of Seisylff. apparently a
mutilated form of the Latin name of Sextillius, a derivative of Sextus,
"Sixth." The spelling modified by folk entomology assoc. with Latin name of
C(a)ecilius, a derivative of caecus, i.e. blind. The powerful English Cecil
family first came to prominence with William Cecil, Lord Burghley
(1520-1598), Elizabeth I's chief advisor for 40 yrs. They were orig. minor
Welsh gentry. Their name is found in a variety of forms, includ Sitsylt,
Ceyssell, and Sisseld. David Cecil, grandfather of Lord Burghley, had
espoused the cause of Henry Tudor and came to the Court in London after the
latter became king in 1485. The Elizabethan Lord Burghley's 2 sons both
established noble houses. Thomas (1542-1623) became Earl of Exeter. Robert

This document came into the possession of Penny Cecil Bloodhart after the
death in 1992 of her aunt, Maude Cecil Estes. This document will be typed
exactly as written in the monograph. Caution should be exercised is using
information from this document. Some of the data relating to Samuel W.
Cecil is wrong, and many of the historical facts appear dubious.
HISTORICAL AND BIOGRAPHICAL
SKETCH
of the
CECIL FAMILY
ORIGIN
The family of Cecil is of illustrious origin and great antiquity. The name
has undergone various alterations in its orthography: at an early period it
was Sytsyle, or Sitsilt, afterwards Sicell, Seycil, Cicil and now Cecil. In
the year 1015, Llewelyn ap Sytsylt raised a great army against Aedan who had
usurped the principality of North Wales and slew him in battle. This
Llewelyn was descended from the Kings of Wales by his mother's side, whose
name was Trawst. She was a daughter of Elise, second son of Anarawd, who
was eldest son of Roderick the Great, who reigned over all Wales from 846 to
876. In the following year he was himself slain, and left one son,
Griffith, who governed Wales to 1054, when he was beheaded by his subjects,
and his head carried to Harold. In 1079, Urgeny ap Sytslt was slain by some
Englishman. In consequence of these disputes amongst the Princes of Wales,
application for assistance was made to Robert Fitz-Hamon. Robert de Sytsylt
was cut off from all hope of succeeding to the throne of his ancestors, and
having assisted Fitz-Hamon in the enterprise which took place in 1092, he
was rewarded with the lands of Alterennes, which continued in the possession
of his descendants until the year 1590.

Gerald Sycill, was buried in the Abbey Church of Dore in Herefordshire,
under a tomb on which was engraved the arms of his ancestors. He married
Margaret de la Bere.
John Sycill, son of Gerald, married Sybil de Ewyas. They had Sir John, who
married Alice Baskervill in 1339.
John Cycill, married Joan Monnington.
Sir Thomas, of Alterymnes, married Margaret de Winston. They had a son,
Philip, who married Margaret Phillips and they had Richard Sicelt. Richard
married Maud Vaughn.
David Cyssell, of Stamford, son of Richard, married Alich Dichons. They had
a son, Richard, who married Anne Heckington.
Sir William, son of Richard, was born at Bourne, A.D. 1520. He studied law
in 1541. He married Mary Cheek in 1541.

Sir Thomas Cecil, son of William, was born in 1542. He was three times
member for Stamford in the reign of Queen Elizabeth. He died in 1622. l He
married Dorothea Nevil.
Sir Richard, was knighted by James the First. He married Elizabeth Cope.
They had a son, David, who married Elizabeth Haren.

The Cecil Family in American is said to be of the Lord Baltimore stock,
descendants of Sir William Cecil of England.
Samuel W. Cecil and two brothers came to America in 1700 and settled in
Maryland. Samuel W. married Rebecca White in Maryland about 1750 and
removed to the New River Valley in what is now Pulaski County, Virginia, in
about 1760. He died in 1785 and his wife in 1815. They left a family of
seven sons and three daughters: (1) William, born in 1752, married Nancy
Witten and settled in Tazewell, Virginia; (2) Thomas, born in 1755, married
Nancy Grayson and went to Ohio; (3) James, married a Miss Wysor: (4)
Benjamin, married Priscilla Baylor and went to Kentucky: (5) Zechariah,
married Miss Mitchell and migrated to Kentucky; (6) Samuel, married Mary
Ingram and went to Missouri; (7) Rebecca, married James Witten of Tazewell;
(8) Malinda, married Samuel Mitchell; (9) Eleanor, married Thomas Witten of
Tazewell.
Zechariah Cecil, son of Samuel W., married Julia Howe, daughter of Major
Daniel Howe, from whom Daniel R. Cecil of Giles County, Virginia, descends,
and who married Ardelia Pearis, granddaughter of Colonel George Pearis, a
soldier of the American Revolution.

A.J. Cecil was born in Kentucky, July 1844, a son of James and Polly
(Hatcher) Cecil. The parents were both born in Kentucky and spent their
lives in that State. A.J. Cecil removed to Muscatine County, Iowa. In
1869, he was united in marriage to Miss Eliza M. Fullmer, who was born in
Muscatine County in 1847. They had issue; (1) J. Burt, resided in Wapello,
Iowa; (2) Mary K; (3) Fred D. of Kimball County, Nebraska; (r) Effie, of
Louisa County, Iowa.
Russell Howe Cecil, farmer and merchant, died in Kentucky in 1890. He
married Lucy Phillips (1828-1913) and had issue; (1) Micajah, died in 1915,
married Annie Overstreet; (2) John, born in 1855, died in 1913, married
Elziabeth Robinson; (3) Julia, married J. M. Dalton; (4) Sue; (5) Russell,
Jr. Russell Cecil, son of Russell Howe and Lucy (Phillips) Cecil, was born
in Monticello, Kentucky, October 1, 1853. He married on January 19, 1881,
Adam Miller, born in 1858 (sic?). They had issue: (1) Russell Lafayette,
born in Nicholasville, Kentucky, October 13, 1881, a soldier in the World
War; he married on September 26, 1923, Eileen Cumming; (2) John Howe, born
May 2, 1883, in Nicholasville, Kentucky, married on October 11, 1921, Martha
Abert Cary; (3) James McCoch Cecil, born in Selma, Alabama, June 2, 1891,
married Alston Drake, April 13, 1914, of Richmond Virginia; they had a son,
James McCosh Cecil, Jr., born October 30, 1916, and a daughter, Amanda, born
March 30, 1920. They resided in Richmond Virginia.
Charles Perry Cecil, son of James Granville and Sarah Ann (Buster) Cecil,
was born near Danville Kentucky, July 3, 1852. He married Lillie
Whitthorne, October 5, 1875. They had issue: (1) Charles, Jr., born August
9, 1876, married Virginia Bowman, January 6, 1901; (2) Curran, born

Beatty Cecil, born on a farm near Helenwood, Tennessee, September 13, 1849,
son of Samuel and Priscilla (Thomas)Cecil. Beatty married Polly Elmira
Buttram, November 4, 1874. They had issue: (1) John, born August 28, 1875,
married Mary Foster, December 25, 1901; they had: (a) Carl, born in 1902,
(b) George, born 1904; (2) Joseph Samuel, born January 11, 1878, an officer
in the Spanish-American War and World War; he married Emma Schenck; (3)
Thomas, born January 10, 1885, officer in the United States Army, married on
August 18, 1920, Lillie Cecil; (4) Alexander, born October 4, 1886; (5)
Henry, born February 17, 1888; (6) James Jay, born March 6, 1893, married
Edith Frost.
Arthur Bond Cecil, surgeon, urologist, was born in Millersville, Maryland,
May 8, 1885, a son of Leonidas and Helen Sinclair (Owens) Cecil. He married
Mary Wrightson Caulk of Talbot County, Maryland, on July 24, 1913. They had
issue:
(1) Arthur; (2) Duncan Cameron Cecil.
