Beverly,
Your Isaac D. Caudill was a probably a grandson of James Caudill and Sarah Elizabeth
Caudill, at least he was living with them in 1850 at age 2. He was born in Letcher County.
(Rowan County was not formed until 1856, and Elliott County was not formed until 1869.)
The area near the Elliott/Rowan County line was part of Morgan Co in the 1850's, but
the Caudill family did not migrate up north from Letcher/Knott/Perry into Morgan, Rowan,
and Elliott counties until after the Civil War.
You are right that he had a twin sister named Rebecca. The 1850 census of Letcher Co lists
the family as James, 60, NC; Sarah, 60, NC; Miram, 35, Ky; Emaline, 18; Elisha, 16, Ky;
James, 11, Ky; Sarahan, 7, Ky; Isaac, 2, Ky; Rebeca, 2, Ky.

There are many other Caudills in this census transcription, indexed here:

Sarah Caudill age 60 is too old to be the mother of the twins Isaac and Rebecca age 2. But
I don't have any info on who their parents were. It is possible that they were
out-of-wedlock children of James and Sarah's daughter Miriam. Maybe Brian K. Caudill
can help further.
For a list of the children of James and Sarah see family #15 on this page:
