I refer to a recent artical that I read in one of the Ancestry books.
Although reg. started in 1837 it wasn't compulsary until much later. This
might explain why you have some missing births.

I know we have spoken about this before but as we did not come to any
conclusion, am putting this email via The List:-
Am inputting the Catley GRO Deaths for 1984 to 2005 into my database and
have come across numerous instances where I can not find a birth record.
Am using the Ancestry print outs which as you know ; show
name//date-month-year of birth//month and year of death//
age//registration district.
However, in some cases I can not tie the birth event given in these death
records the corresponding GRO birth records. I thought that maybe the
answer could possibly be that the individuals involved might have been
born abroad but there seem to be too many instances for that to be a
likely answer?
Has anyone else come across this problem?
