My gg grandfather, Boyd CASHION and his brother, Ferdinand, both fought for
the Union from Randolph County, IL which borders Jackson County. They were
IL 5th Cavalry. My CASHION line came from North Carolina and settled both
sides of the Mississippi River, Perry County, MO and Randolph County, IL.

It's possible. I do have a record of one George Franklin
Cashion, b.
1845, son of Andrew "Andy" Cashion and Catherine Renegar, but according
to my information he died in Lincoln Co. TN in 1870. An old list of
cemetery records handed down to me from my Aunt Delia says he's buried
in the Renegar Cemetery in Mulberry, TN.
So, while this George Franklin is probably not the same as your Franklin
Cashion, it does at least show that the given name of Franklin was used
by this family. Your Franklin might be a so-far unidentified cousin.
However, most of the soldiers I know about in this family were in the
CSA, not the Union army.
