Your James is one of the original names I found in (Fredericks Co), VA.
So you should gather pages from MRS LEDGERWOOD of Hot Springs, AR's 200 pg
letter explaining the whole picture. I recorded another group of Carters of
Charlotte and Pr Ed. Counties that moved to moved to KY then to IN. But,
mine moved VA>SC>IL with some in TN.

A FIRST LOOK AT THE CARTERS
From the Jeffersonville Land Entries 1808 - 1818, (compiled by Janet
C. Cowen, 1984), I found the following Carters. Their first
names, the county in southern Indiana where they bought land, and the
first date which shows up in the records is listed below.
The boundaries of one or more counties may have changed with the
creation of new counties. The location where McKinney
Carter bought land in Washington Co. became part of the newly formed
Jackson Co., Indiana in 1816.

From information obtained from Christine Lurk, a descendent of Job
Carter, I found out that Jedediah, Job, Travis, and Benjamin
(not shown in these land entries) were brothers; these men came from
Virginia and never went to Tennessee. Benjamin M. Carter,
brother of Thomas W. Carter, was born about 1811 in Tennessee, and
this would exclude Daniel and Joshua from being the father
since Daniel and Joshua they were already in Indiana.
This leaves the following as possible fathers for Thomas W. Carter
(1808-1869):

Notice that Thomas W. Carter lived 4 "houses" away from McKinney in
Driftwood Twp., Jackson Co. Living
between McKinney and Thomas W. is Mathew Carter, who is a brother to
Thomas W. Also note that the 2 sons
shown in 1820 to be born 1800-1810 to McKinney Carter are no longer
listed with McKinney--Mathew and
Thomas W. are those two males. Three males, born 1810-1820 remain
with McKinney -- most likely Benjamin M.
Carter, Robert Carter and Cullen Wesley Carter. McKinney also had a
daughter named Elizabeth born 1815 -
1820. Note that Elizabeth Nailor (age in her 40's) and four children
lived next to Thomas W. Carter and 5
"houses" from McKinney Carter; she was the mother-in-law to both
Thomas W. and Benjamin M Carter.
Also in Jackson Co. is a second Thomas Carter on the 1830 Census.
This Thomas must have moved into the
county in the 1820's and married a woman 20 years younger than
himself. His first child was born 1820 - 1825,
and for this reason, he is excluded from being the father of Thomas
W. Carter (1808-1869). This second Thomas
died in Oct. 1849 in Jackson Co. from smallpox at the age of 69.
