First, determine why they are reluctant to submit a sample of their DNA.
Are they afraid that the sample will end up in the wrong hands? That won't
happen as the company that reports the results (Family Tree DNA) assigns two
identifying numbers to the DNA sample. One is the number that you and the
administrator (me) has access to. The other number is the one assigned to
the sample and sent to the lab.
Are they concerned that their personal information will be available for
everyone to see? Family Tree DNA will not know their ancestry and you only
provide as much information to be posted on the Carter Cousins website that
you feel comfortable with.
Remember, DNA testing services for genealogy are only an additional tool for
genealogists. It does not take the place of traditional research. It is not
the same as paternity testing as different markers are tested. These
markers which are only on the Y chromosome are considered "junk" as they do
not determine eye color, height, etc, as those markers are a result of the
recombination of the other chromosomes from both the mother and father.

section which addresses the privacy concerns and the markers that are
tested.
