I've just found out from a colleague who follows federal communications
policy that the FCC has denied this rumor. He referred me to the

Please inform anyone you passed this story on to, or heard it from, that
it is a false alarm, and that our on-line geneology efforts are safe. The
FCC has enough to handle without having to fend off false rumors that
spread like wildfire over the Internet, like so many virus hoaxes.
