Approval – Resolution for Troy Douglas Carr
WHEREAS, Troy Douglas Carr moved to North Carolina with his parents and sister in the
1980s; and
WHEREAS, Troy Douglas Carr received his degree in Criminal Justice from UNC Wilmington and
his Basic Law Enforcement Training (BLET) from Cape Fear Community College; and
WHEREAS, Troy Douglas Carr was sworn in as an Alcohol Law Enforcement Agent in December
1993 and was stationed in Fayetteville; and
WHEREAS, Troy Douglas Carr was killed on May 14, 1994, trying to apprehend a suspected
drunken driver in Cumberland County; and
WHEREAS, Troy Douglas Carr was 24 years old and had been an ALE agent for only six months;
and
WHEREAS, the Cumberland County Board of Commissioners and officials of the North Carolina
Department of Crime Control and Public Safety requested the North Carolina Department of
Transportation honor Troy Douglas Carr.
NOW, THEREFORE, BE IT RESOLVED:
That the North Carolina Board of Transportation names the bridge on the U.S. 401 Bypass
between Wal-Mart and the Cross Creek Mall in Cumberland County the Troy Douglas Carr
Memorial Bridge for his dedication to duty and his ultimate sacrifice trying to make the
highways of Cumberland County and North Carolina safer for all motorists.
That appropriate signs be erected at a suitable time.
Adopted, this the twelfth day of July 2001 by the North Carolina Board of
Transportation.
