Two Quota Acts passed through Parliament in 1795.
Each county had to provide a certain number of 'able bodied men to serve his
Majesty in the navy of Great Britain'. The men were to be raised by the
justices of the peace,from the seperate parishes and other divisions of the
county. each area was expected to find the men from among the poor of the
district,or raise the bounty to encourage volunteers. Having been raised,the
men were to be brought before naval officers and accepted or rejected.though
a provision of the act gave the justices some powers to overrule the naval
officers.
The second act applied to the ports of the country.
To ensure that the enlistment was carried out,and that seamen were not able
to escape by sailing off,an embargo was to placed on all British vessels in
each port,beginning on February 18 1795,and lasting until the qouta of men
had been raised.
