I hope you have received your answer by now but I did not see it on the List
so here is my 2 cents. I have personally went to the Frederick Court House
and looked up and copied several Wills. So you do not have to work for the
govt to do it. I have not heard of a court house denying anyone access to
them, though they may want to do the copying themselves.

Subject: How to obtain copies of wills etc.?
Can someone tell me if it is possible to obtain copies of old wills etc.
from county governments, or is it necessary to work with a local
geneological society in the area or go there? The will I am looking for
is that of John Carmack, died 1833, will book C pg. 119 Henry Co. Tenn.
(Sistler, Tennesse Wills and Administrations 1779-1861). The
information may be on microfilm at Tenn. State Library in Nashville.
Has anyone dealt with the Library directly to know their policies etc..
Thanks, Jim
