Well, I'm sorry for the confusion that this caused.

The test for Heritage Quest was for libraries and citizens of West
Virginia. We are considering offering this database as a service to all
West
Virginia citizens through their libraries.
Although the test was intended for West Virginians, the URL and
passwords were posted nationwide. Our hits went from a few dozen a day to
7,500 a
day. Not what we intended.
If we do re-institute the test of this wonderful database it will most
likely be through IP recognition at the state's 176 public libraries. If
we do decide to offer the database as a service to the state's libraries,
IP recognition will be part of the signon.
