I thought it might be helpful for you to know that early SC was divided into
Parishes of the Anglican Church and were then referred to as Districts
instead of Counties.
Parishes of the Anglican Church served as election districts during the
colonial period. You will note on the 1790 federal census, that many parish
names were used as enumeration districts. Pendelton was a district that took
in present day Pickens, Oconee, and Anderson Counties. Greenville District
bordered Pendelton to the north-east. Part of Newberry County was in the
Little River District and part was in the "?" Newberry District.
To complicate things even more there was the Ninety-Six District from 1769 to
1789, which in 1769 was one of the seven original judicial districts. This
included all or parts of these counties/districts: Pendelton (made up of the
counties above), Greenville, Spartinburg and Union across the northern part,
Abbeville (made up roughly of Greenwood, and McCormick Counties), Laurens,
and part of Newberry across the central part, and Edgefield (including Saluda
CO).
In 1795 the Newberry District was formed from the Ninety-Six District. From
1795 to 1798 the Washington District existed including the Greenville
District and the Pendelton District which stood as described above but in
1789 was split to form the Greenville District and the Pendelton District and
the name Washington was dropped completely.
Then from 1798 to 1826, the Pendelton District still existed including
Pickens and Anderson and Oconee counties but in 1822 it split to form the
Pickens and Anderson Districts and the name Pendelton was dropped as a
district. I don't think Pendelton ever was a county and exists today as a
community.
Later Oconee County split from Pickens County.
