For what it's worth, there is a reference to Cly, Flintshire on this page:

Subject: [Bla'Gwent] The Cly
Found my ggg-grandmother Mary MOYLE in the 1871 census in
Staffordshire.
Her place of birth was listed as The Cly, Wales. Can anyone tell me
where The Cly refers to in Wales back in 1871? She had children born in
Flintshire. Thanks for your help.
Norm
Hello Norm
If you don't have any better offers there is a place called Llay, north of
Wrexham and just outside the new county of Flintshire. I think that prior
to the 1974 boundry changes it would have just been in Denbighshire but
would have been in easy walking distance of Flintshire
It was a mining village prior to the pits shutting
