Dear John,
Further to my earlier mail re-Bates. I came across this entry in
Victoria schools (Ebbw Vale):-
entry:- George Bates son of George Bates admitted to Victoria Board
school 27th February 1905. His date of birth was 10 March 1891 and he
was previously from Blaenavon National school. The family lived at 11,
Bath Terrace, Victoria, Ebbw Vale. Young George left for work on 1st
December 1906.
I wonder if this may be part of your Bates family and they settled in
Ebbw Vale?
My Jones, Kerton and Harris families were also found on these registers
and I noted this Richard as he was lodging in Tredegar on the 1891:-
1891 census:-

Hope this might aid your research.
