Could be the Bristol Channel ? Paddle steamers operated out of Ilfracombe
[not far from Bideford] across the channel to Wales. Bideford had and still
has a port which 'may' have operated ferries to Wales. But then again it
could have been a figure of speech, and they 'went across the water'.
Travelling by road or rail up to bristol and across. Any help?

this: "when my ancestors left the Bideford area in Devonshire [ for south
wales; namely Pontllanfraith] in the early 20th century; they went across
