David, we at the Archives know the "notice" is not perfect. The purpose
of the Notice is to prevent a commercial company or private individual
from pressing the volunteer submissions on a cd and selling it.
It may be restrictive, but it's not that difficult to contact the
submitter for permission to use the data in html on another site, and
leave the "USGenWeb Archives" on the data.
The data in the USGW Archives is intended for researchers, providing
information and clues to them. We state on the main page of the Archives
that researchers should always refer to original sources. If they find
an ancestor's name in a USGW Archives file, they can contact the
appropriate agency for a copy of the original document.
