I've extended several "olive branches" to get this census mess ended.
The latest, sent to each board member yesterday morning, states: (I've
only heard two board member's comments on this proposal, both in favor.)

Kay wants to have the census files in one directory so transcribers can
see them nice and neat all together. The archivists want the files
uploaded by state/county/census for the convenience of researchers, who
not only search by subject, but by location and name. If she agrees to
this, her folks can upload the census files to:
/usgenweb/pub/census/xxxx. But, the files will also be in the
usgenweb/state/county/census directories, so that researchers navigating
by state/county can easily find them.
The project name will revert back to the USGenWeb Archives Census
Project, which is the original project. I would like to see the web
pages appear as they have for over a year.. those that Holly created...
which are more recognizeable as the census project. Kay and her folks
can upload the census html's to ~usgenweb/census, since Brian wants to
get rid of the
www.usgenweb.xxx/census directory.
The Archives managers, according to the guidelines, have write access to
all the Archives directories, but will not fiddle with the census html's
or /pub/usgenweb/census unless the census coordinator/coordinators are
unable to continue in that capacity.
Volunteer transcribers must know that the files are for the USGenWeb
Archives, and can trust that the files will not be moved to another
server or project.
The above is going back to the original plans for the census project,
except the /pub/usgenweb/census directory will be used also. This is
still duplication of files on Rootsweb, but should satisfy Kay, as well
as the archivists.
Because of the bad feelings <sigh>, I will not ask Kay to work with me
on this or the coordination of this, but Stacey Orchard can be the
liaison.
